Insight was established by Steve Cullen in July 2016 to provide schools with specialist services that had traditionally been available through local authorities. The business became a limited company in October 2018.

Steve has more than 35 years' experience in Data Protection and extensive knowledge of the wider Information Governance field, including Freedom of Information, Information Security, Records Management, Business Continuity and Emergency Planning. He also has substantial experience in Management Services disciplines, including business process design and improvement, change management, conflict resolution, independent investigations, ergonomics and workplace design.

His experience extends well beyond education. Throughout his career, Steve has undertaken consultancy and project work across local government, health, social care, education and the charity sector, giving him a broad understanding of how different organisations operate and the practical challenges they face.

Since establishing Insight, Steve has worked with well over 150 schools, academies and trusts, providing practical support with Data Protection and Information Governance. This includes helping organisations meet their responsibilities under the UK GDPR, Data Protection Act 2018 and the changes introduced by the Data (Use and Access) Act 2025, alongside their wider Information Governance obligations.

Insight offers an annual subscription service providing continuing access to specialist advice and guidance, supporting policies and documentation, and Information Governance health checks. Individual consultancy assignments and bespoke support are also available.

Steve provides practical, school-focused training for staff, governors and others, concentrating on the situations they are most likely to encounter in their everyday work. Particular emphasis is placed on preventing data breaches, recognising Information Governance risks and giving people the confidence to respond appropriately when problems arise.

Artificial intelligence has become an increasingly important part of this work. Steve supports schools in developing safe, responsible and effective approaches to AI, including appropriate governance and oversight, Data Protection and Information Governance considerations, staff and pupil use, and the management of emerging risks. He also helps organisations understand and implement the changes to the UK's Data Protection framework introduced by the Data (Use and Access) Act 2025.

Business Continuity and Emergency Planning remain important parts of Insight's work. Recent years have demonstrated the importance of being prepared for disruption from a wide range of causes, including cyber incidents, loss of technology or essential services, severe weather, supply-chain problems and incidents affecting premises or staffing. Steve provides practical, organisation-specific support to help schools and other organisations prepare for, respond to and recover from disruption while maintaining their essential activities.

The emphasis throughout Insight's work is on providing practical, proportionate advice that organisations can understand and put into practice, rather than treating Information Governance and organisational resilience simply as compliance exercises.
